And it's 100% due to our nation's drug war.
Stated simply, we prohibit drugs by law but demand for them is still high. Prohibition raises prices above what they would be if drugs were legal. Thus, a group steps in to meet that demand because there is enormous profit to be made. The money is so significant the group will do whatever it takes to protect its profits.
Including cutting off people's heads.

And yet what can we do about it? There's no chance that prohibition will be lifted, which is the only way to stop this madness. At minimum a great deal of effort should be made to educate the drug consuming public that their lifestyle choices are costing tens of thousands of people their lives--a snort equals a bullet to someone's head. So long as there is prohibition, the blood is also on the hands of those who consume the drugs--and the politicians who refuse to rationalize drug laws, of course.
